“Should the Constitution of Virginia be amended to allow the General Assembly to temporarily adopt new congressional districts to restore fairness in the upcoming elections, while ensuring Virginia's standard redistricting process resumes for all future redistricting after the 2030 census?”

This amendment is a temporary, emergency exception that ends after the 2030 census, when Virginia’s independent redistricting system automatically resumes.

What Republicans have already done and are doing in other states
Republicans in four other states (Texas, Missouri, North Carolina, and Ohio)
have already enacted new maps:
Texas: Gain of 4-5 Republican seats
Missouri: Gain of 1 Republican seat
North Carolina: Gain of 1 Republican seat
Ohio: Gain of 2-3 Republican seats
Florida is also in the process of redistricting.
If finalized, Florida’s redistricting would lead to a gain of up to 5 Republican seats.
One Democratic state has a new map:
California: Gain of 4-5 Democratic seats.
Only in California was the new map enacted by voters.
All Republican states redistrictedwithout voter input.
Virginia is also asking voter input.
What Republicans Argue
Republicans say, “In the fall election, 42% of Virginians voted for Republican candidates. After this redistricting, those 42% of Virginians will have no representation.”
Many, many Democrats in the US already have no representation. In the US, 19 states have single-party Congressional delegations. Twelve of those are 100% Republican. In those red states, there are almost 40% of voters who are Democrats. None of the millions of Democrats in those states has any representation at all.
If Republicans are really concerned about fair representation, they wouldn’t gerrymander so no Democrats could ever be represented.

Republican Hypocrisy
Republicans could have prevented gerrymandering if they had wanted to. The “Fair Representation Act” has been introduced by Democrats in EVERY Congressional session since 2017. It has been voted down every time.
In fact, Republicans unanimously vote against it. One bill in 2021, the “For the People Act,” would have required states to establish independent redistricting commissions, to establish fair districts. All Republicans except two (who were absent) voted against it. All House Democrats but one voted for it.
It’s not Democrats who are against fair districts.

The redistricting amendment is a limited emergency response to a Republican power grab. It will help restore and protect fair representation and strengthen Virginia’s voice in Congress before it’s too late.
